These Terms & Conditions ("Terms") govern the relationship between jl23 ("the Platform," "we," "us," or "our") and any individual ("you," "the User," or "the Player") who accesses, registers on, or uses the jl23 online gaming platform available at jl23.app and any associated mobile or web applications.

By completing the registration process, making a deposit, placing a wager, or otherwise using any feature of the jl23 platform, you acknowledge that you have read these Terms in their entirety, that you understand them, and that you agree to be legally bound by them. These Terms apply in addition to any game-specific rules, bonus terms, or promotional conditions that may be published on the platform from time to time.

jl23 reserves the right to update, modify, or replace any part of these Terms at any time. Continued use of the platform following the publication of revised Terms constitutes your acceptance of those changes. It is your responsibility to review these Terms periodically.

To register and use the jl23 platform, you must satisfy all of the following eligibility requirements at the time of registration and on a continuing basis throughout your use of the platform:

• You must be a natural person with full legal capacity to enter into binding contracts under the laws of the Republic of the Philippines.

• You must not be a current employee, contractor, director, officer, or immediate family member of any employee of jl23 or any of its affiliated entities, game providers, or technology partners.
• You must not have been previously excluded, suspended, or banned from the jl23 platform or any affiliated gaming platform.
• You must not be registered on any self-exclusion list maintained by jl23 or any recognized responsible gaming authority in the Philippines.

By registering, you represent and warrant that you meet all eligibility requirements listed above. jl23 shall not be liable for any losses incurred by ineligible users who access the platform in breach of these Terms.

To access real-money gaming features on jl23, you must create a registered account. The registration process requires you to provide accurate, complete, and current personal information including your full legal name, date of birth, residential address in the Philippines, and a valid contact number and email address.

Each individual may maintain only one (1) active account on the jl23 platform. The creation of multiple accounts by a single individual — whether using different names, email addresses, phone numbers, or payment methods — is strictly prohibited. jl23 employs technical and manual verification measures to detect duplicate accounts. Where duplicate accounts are identified, jl23 reserves the right to suspend all associated accounts and forfeit any balances, bonuses, or winnings held therein.

You are solely responsible for maintaining the confidentiality of your account credentials, including your username and password. You must not share your login details with any third party. jl23 will not be held liable for any losses resulting from unauthorized access to your account caused by your failure to keep your credentials secure. You must notify jl23 immediately if you suspect unauthorized access to your account.

jl23 is required to conduct identity verification in accordance with applicable anti-money laundering (AML) regulations. You may be required to submit copies of valid government-issued identification (such as a Philippine passport, SSS ID, UMID, or driver's license), proof of address, and proof of payment method before withdrawals are approved. Failure to provide requested documentation within the specified timeframe may result in account suspension.

All financial transactions on the jl23 platform are conducted in Philippine Peso (PHP). jl23 supports deposits and withdrawals via the following payment channels: GCash, PayMaya, BPI, BDO, and Metrobank. Additional payment methods may be made available from time to time at jl23's discretion.

The minimum deposit amount is ₱100. Deposits are generally credited to your jl23 account within minutes of successful payment confirmation. jl23 does not charge fees on deposits; however, your payment provider may apply their own transaction charges. You are responsible for any such third-party fees.

Withdrawal requests are subject to identity verification and compliance review. jl23 aims to process approved withdrawal requests to GCash and PayMaya within 5 to 30 minutes during normal operating conditions. Bank transfers to BPI, BDO, and Metrobank may take up to one (1) business day. jl23 reserves the right to extend processing times where additional verification is required.

• Withdrawals may only be made to payment accounts registered in your own name.
• The minimum withdrawal amount is ₱200.
• Bonus funds are not withdrawable until all applicable wagering requirements have been met.
• jl23 reserves the right to request additional documentation before processing any withdrawal.

jl23 complies with Philippine anti-money laundering laws and regulations. All transactions are monitored for suspicious activity. jl23 reserves the right to report any suspicious transactions to the appropriate Philippine authorities and to freeze or suspend accounts pending investigation without prior notice.

jl23 offers various bonuses and promotional offers to eligible players from time to time. All bonuses are subject to the specific terms and conditions published alongside each offer, including but not limited to wagering requirements, minimum deposit thresholds, game restrictions, and validity periods.

• Bonuses are credited to your account as bonus funds and are separate from your real-money balance.
• Wagering requirements must be completed before any bonus-derived winnings can be withdrawn.
• jl23 reserves the right to modify, suspend, or withdraw any bonus or promotion at any time without prior notice.
• Bonuses may not be combined unless explicitly stated in the promotion terms.
• Any attempt to abuse bonus offers — including but not limited to creating multiple accounts, placing offsetting bets, or exploiting technical errors — will result in forfeiture of the bonus and associated winnings, and may result in account suspension.
• jl23 reserves the right to determine, at its sole discretion, whether a player has engaged in bonus abuse.

All games available on the jl23 platform — including live casino games, slots, Dragon Tiger, 3 Gods Fishing, bingo, and sports betting markets — are governed by their respective game rules, which are accessible within each game interface. In the event of any conflict between game-specific rules and these Terms, the game-specific rules shall prevail with respect to gameplay mechanics, and these Terms shall prevail with respect to account management, financial transactions, and conduct.

All non-live casino games on jl23 use certified random number generators (RNGs) to determine game outcomes. RNG systems are independently tested to ensure fairness and unpredictability. Live dealer games are conducted by real human dealers via high-definition video stream and are subject to the rules of the respective game as displayed in the live game interface.

In the event of a technical malfunction, game error, or system failure that affects the outcome of a game or the crediting of winnings, jl23 reserves the right to void the affected round(s) and refund the wager amount to the player's account. jl23 shall not be liable for any losses arising from technical malfunctions beyond the refund of the original wager.

The following conduct is strictly prohibited on the jl23 platform. Engaging in any prohibited conduct may result in immediate account suspension, forfeiture of balances, and referral to the appropriate Philippine authorities:

• Registering or using the platform if you are under 21 years of age.
• Providing false, inaccurate, or misleading information during registration or KYC verification.
• Creating or operating more than one account on the platform.
• Using automated software, bots, scripts, or artificial intelligence tools to interact with the platform or gain an unfair advantage in any game.
• Colluding with other players to manipulate game outcomes, particularly in live dealer or multiplayer game formats.
• Exploiting software bugs, errors, or vulnerabilities in the platform for financial gain.
• Engaging in any form of money laundering, fraud, or other financial crime through the platform.
• Attempting to reverse, charge back, or dispute legitimate transactions made on the platform.
• Harassing, threatening, or abusing jl23 staff, support agents, or other players.
• Using the platform for any purpose other than personal entertainment gaming.

jl23 is committed to promoting responsible gaming practices among all players on the platform. We recognize that while the vast majority of players enjoy gaming as a form of entertainment, a small number of individuals may develop problematic gambling behaviors. jl23 provides the following responsible gaming tools to all registered players:

• Deposit Limits: Set daily, weekly, or monthly limits on the amount you can deposit into your jl23 account.
• Loss Limits: Restrict the maximum amount you can lose within a defined time period.

You are granted a limited, non-exclusive, non-transferable, revocable license to access and use the jl23 platform solely for your personal, non-commercial entertainment purposes. This license does not permit you to:

• Copy, reproduce, distribute, or publicly display any content from the jl23 platform without prior written consent.
• Modify, adapt, translate, or create derivative works based on jl23 content.
• Use jl23 trademarks, logos, or brand elements in any manner that could cause confusion or imply endorsement.
• Reverse engineer, decompile, or disassemble any software or technology used in the jl23 platform.

Any unauthorized use of jl23 intellectual property may result in legal action under applicable Philippine law.

jl23 collects, processes, and stores personal data in accordance with the Republic Act No. 10173, also known as the Data Privacy Act of 2012 of the Philippines, and our Privacy Policy, which is incorporated into these Terms by reference.

By registering on jl23, you consent to the collection and processing of your personal data as described in our Privacy Policy, including for the purposes of account management, identity verification, fraud prevention, regulatory compliance, and the delivery of personalized gaming experiences and promotional communications.

You have the right to access, correct, and request deletion of your personal data held by jl23, subject to applicable legal and regulatory retention requirements. To exercise your data rights, contact our support team via the details provided in Section 15 of these Terms.

To the fullest extent permitted by applicable Philippine law, jl23 and its officers, directors, employees, agents, and technology partners shall not be liable for any direct, indirect, incidental, special, consequential, or punitive damages arising out of or in connection with your use of the jl23 platform, including but not limited to:

• Loss of funds resulting from gaming activity on the platform.
• Interruption, suspension, or termination of platform services.
• Technical malfunctions, errors, or delays in game outcomes or financial transactions.
• Unauthorized access to your account resulting from your failure to maintain account security.
• Any reliance on information, content, or promotions published on the platform.

jl23's total aggregate liability to you for any claim arising under these Terms shall not exceed the total amount deposited by you into your jl23 account in the thirty (30) days immediately preceding the event giving rise to the claim.

jl23 reserves the right to suspend, restrict, or permanently close any player account at its sole discretion, with or without prior notice, in any of the following circumstances:

• Breach of any provision of these Terms & Conditions.
• Failure to complete identity verification within the required timeframe.
• Suspected fraudulent activity, money laundering, or other financial crime.
• Chargebacks or payment disputes initiated by the player.
• Abusive, threatening, or harassing behavior toward jl23 staff or other players.
• Regulatory or legal requirements mandating account closure.

Upon account closure, jl23 will return any verified real-money balance (excluding bonus funds and any funds subject to investigation) to the player's registered payment method within a reasonable timeframe, subject to the completion of any outstanding verification requirements.

You may also close your jl23 account voluntarily at any time by contacting our support team. Voluntary account closure does not affect any outstanding wagering requirements or pending transactions at the time of the closure request.

jl23 reserves the right to amend, update, or replace these Terms & Conditions at any time. When material changes are made, jl23 will notify registered players via email or an in-platform notification at least seven (7) days before the changes take effect, where practicable. For minor or non-material changes, the updated Terms will be published on this page with a revised "Last Updated" date.

Your continued use of the jl23 platform after the effective date of any amendment constitutes your acceptance of the revised Terms. If you do not agree to the amended Terms, you must cease using the platform and may request account closure in accordance with Section 12.

These Terms & Conditions shall be governed by and construed in accordance with the laws of the Republic of the Philippines, without regard to its conflict of law provisions.

In the event of any dispute arising out of or in connection with these Terms or your use of the jl23 platform, the parties shall first attempt to resolve the dispute through good-faith negotiation. If the dispute cannot be resolved through negotiation within thirty (30) days, either party may submit the dispute to the appropriate courts of competent jurisdiction in the Philippines.

For disputes relating to specific game outcomes or transaction processing, jl23 maintains an internal dispute resolution process. Players may submit a formal complaint to our support team, which will be reviewed and responded to within five (5) business days. jl23's decision on game outcome disputes, based on server-side logs and RNG records, shall be final and binding.
